Apart from the two host countries (Ukraine and Poland) the way the team are decided are according to their coefficient points.

The Points are given as follows:
40% of average rank points per match in the 2010 FIFA World Cup qualifying phase & tournament finals.
40% of average rank points per match in the UEFA Euro 2012 qualifying phase.
20% of average rank points per match in the UEFA Euro 2008 qualifying phase & tournament finals.

These are the four pots:

POT 1
1. Ukraine
2. Poland
3. Spain
4. Netherlands

POT 2
5. Germany
6. Italy
7. England
8.  Russia

POT 3
9. Croatia
10. Greece
11.
Portugal
12.
 Sweden
POT 4
13. Denmark
14.
France
15.
Czech Republic
16.
 Republic of Ireland

If this ends up being the case, then this would mean that Group D will be known as the Group of Death. I have noticed the Groups C and D at the Euro and the World Cup are usually two groups that have strong teams. If Netherlands, England, Portugal, and France do end up being placed in the same group, then this will be the most talked and watched round-robin of the Euro 2012 and maybe in the history of the Euro! In Portugal, they are already talking about this and are already not giving many hopes to Portugal. This pisses me off! I hope Portugal proves them wrong!

So Spain will obviously end up with the crappiest teams: Spain, Russia, Greece and Denmark. And England will obviously get the hardest group! Netherlands, England, Portugal and France!
