Why is it that there is always two teams in the Copa America that are not South American?

Ever since the 1993 edition of the Copa America two teams from different confederations have been invited to play along side the South American teams.

Even though various countries are invited there have only been five nations who have actually accepted the invitation and competed in the Copa America. These are Costa Rica (1997, 2001, 2004, 2011), Honduras (2001), Japan (1999, 2011, 2015), Mexico (1993, 1995, 1997, 1999, 2001, 2004, 2007, 2011), and the United States (1993, 1995, 2007).

Interestingly for this year Spain where invited to the 2011 edition of the Copa America, but declined due to the Spanish Football Federation stating they did not want to interrupt the players' holidays.
